What is the problem in constraints?

what is the problem in constraints??
every time i change the index in forloop it give me the same output
i think i have a problem in the formula of constraints that exit in forloop

Maybe the argmin of the problem created by omitting those constraints, winds up satisfying those omitted constraints; and therefore is still optimal when those constraints are included.
