How to assign the value to the optimization variables in CVX

These is a strange thing that I assign a value to a variable, but the final solution is diffierent from the value I given for some variables, such as delta(i,j) are variables, I used the code:delta(i,j) == 1 in cvx, however the solution for corresponding variables are not 1, is this format is wrong? @mcg @Mark_L_Stone
