Eliminate binary variables

Dear All,

Lets suppose that we fixed both A(10,12) & A(12,10)) elements, in the matrix of variables to be zero, is it imply that at least one of the following elements (A (10,10), A (12,12)) should be equal to zero? I think we can get rid of using binary variables to select one of A (10,10), A (12,12) variables, if the previous statement is right. I will appreciate it if you guide me.
