Does it can conclude that the constraint(45) lead to infeasibility?

Hello, everyone!
I am reproducing a paper, but the result is always infeasible.I try to omit some constraints to locate the issue.When I directly remove the constraint (45),it is solved.It is still infeasible when I remove other constraints.
So,does it can conclude that the constraint(45) lead to infeasibility?
